Meet the team

Jill Alper

Jill is a nationally recognized strategist and consultant with an incredible track record of winning at the highest level of politics and advocacy. Formerly the Political Director and Coordinated Campaign Director of the Democratic National Committee, Jill has worked with campaigns in all 50 states. A veteran of 7 presidential races, Jill has served as a national electoral strategist for Bill Clinton, Hillary Clinton, John Kerry, and Al Gore.


Though she continues to travel throughout the country, Jill is based out of suburban Detroit, where she’s worked on all but two winning campaigns in Michigan over 29 years, serving as a Senior Strategist for leaders like Mayor Dave Bing, Governor Jennifer Granholm and Senator Carl Levin and numerous presidential campaigns; for independent committees to elect candidates like Mayor Mike Duggan; and, on ballot initiatives to legalize stem cell research, to save the Detroit Institute of Arts, and to end gerrymandering. 


As an award-winning consultant for strategy and advertising, Jill specializes in building expert teams and strategies for her clients. Her public affairs experience is deep and varied, including: campaigns, non-profits, grassroots organizing, media production, public speaking, research, data and analytics, social media, team-building, and leadership development. The American Association of Political Consultants honored her work for Jennifer Granholm as “Campaign Manager of the Year", a recognition often given to presidential campaign managers and seldom given to women.


Jill's decades of experience has taught her that every client has unique challenges that require creative, unconventional solutions. No cookie cutters. Jill is proud of her pioneering work and is excited to bring that approach to innovative businesses, organizations, and campaigns.


ALLAIRE DONOHUE focuses on community organizing and outreach. She helps design and implement effective public affairs plans, ensuring visibility, person-to-person connection and mobilization. Allaire is a part of our creative and production team including website design, visuals for digital, television and print ads, ad research back-up and social media.  Allaire is originally from Grand Rapids Michigan and has a BA in Political Science, Spanish and International Studies from the University of Michigan.



ANGELA SHIUE creates detailed project management plans, administers budgets and leads client operations. She also quarterbacks trainings, meetings and implementation calendars for media production, electoral and public affairs campaigns. Angela also curates events of all kinds and sizes. A Troy, Michigan native, she graduated from the University of Michigan with a BA in Political Science.

CASEY HANSEN focuses on media production, voter contact management, and research for state and local campaigns. She organizes the process for message development and ad creative for political, non-profit and corporate clients. Her critical thinking and attention to detail ensures the products we develop bring innovative strategies to life. Casey graduated from the University of Michigan with a BA in Political Science and History.

PAUL RIVERA is a Democratic activist and strategist, with more than 20 years of experience in government, elections and public advocacy. He started his career in politics at the 1992 Democratic Convention held in New York City, and served in the Clinton White House from 1994 through 2000. He is a veteran of four presidential elections and six national party conventions. As an independent strategist since 2005, he has worked on campaigns and independent expenditure efforts across the United States.


JANET KATOWITZ brings a breadth of campaign experience coupled with the media edge of Madison Avenue. Janet and her team at Sage Media Planning are innovative in developing new and effective ways to reach voters throughout their entire day. Clients are provided the greatest amount of information possible when placing buys, including carefully crafted competitive trackers analyzing their opponents’ spending in real-time.


MINYON MOORE is considered one of the nation’s top strategic thinkers with extensive experience in political and corporate affairs, as well as public policy. She leads Dewey Square Group’s State and Local Affairs and Multicultural Strategies practices with clients ranging from the Fortune 100 to startup nonprofits seeking counsel for developing strategies that address emerging consumer markets and achieve public policy goals. She specializes in building coalitions and brand awareness strategies for corporations while at the same time effectively addressing their state and local public policy issues. Under President Bill Clinton’s administration, Minyon served as Assistant to the President and Director of White House Political Affairs. As the CEO of the Democratic National Committee, Minyon was responsible for day-to-day operations and oversight of the Democratic Party. In 2018, Minyon served was awarded the American Association of Political Consultants (AAPC) Lifetime Achievement Award and has been inducted into the AAPC Hall of Fame.

CELIA FISCHER, a partner at Alexion Fischer in Washington, D.C., brings extensive experience developing integrated strategic communications programs, campaigns, advertising, and messaging for political, non-profit, and corporate organizations to her strategic partnership with Alper Strategies. 

A member of the independent caucus of the Writer's Guild of America/West, Celia holds a Master's Degree from the UCLA School of Film & Television and won first place in the prestigious Samuel Goldwyn Writing Awards. Whether writing and producing commercials for independent expenditure groups, executing micro-budget programs for small nonprofits, or overseeing a national trade association’s complex $40 million annual advertising campaign, she balances a disciplined approach to strategy and message with her passion and respect for the creative process.  Her reputation as an imaginative thinker and skilled manager was earned after working on four Presidential races, directing ballot initiatives, and leading campaigns for Governor, U.S. Senate, Congress, and other offices. 


DAN MACDONALD and MacDonald Communications brings 35 years of journalism and corporate communications experience to the Alper Strategies team as a collaborator. He spent 20 years as an award-winning broadcast journalist before transitioning to public affairs where he led communications teams at Bridgestone Americas and Dollar General. He focuses on media relations, crisis communications, reputation management, message development, video production, speech writing and implementing strategic communications campaigns to drive business results. Dan holds a bachelor’s degree in International Relations from James Madison College at Michigan State University and a master’s degree in Journalism from Northwestern University.
